What are WaterAid Traffic Lights?

Here is an explanation...

And here is an example...

WASHwatch.org is an online version of these traffic lights

It seems basically to be a set of indicators for the monitoring and evaluation of individual countries' progress on watsan targets - seeing how they square up to MDGs, PRSPs etc.

Issues addressed include:

- is there a national sanitation policy? (seems to be a key issue in terms of lack of government administrative bodies dealing with sanitation - even applies to developed world with sanitation being a topic that is hot-potato juggled between departments. This is also addressed in the question of 'is there a single body to coordinate action?')
- is there a single budget line for sanitation? - yes, also key issue...I can't properly explain why at this stage, beyond iterating the point above...reading & experience needed
- is there a performance monitoring mechanism? - this sounds interesting, I'd like to break it down more and look into the detail of this.
